It's not something I have heard before but I think the meaning is clear: they were looking at you in a manner that suggested they were imagining doing something more intimate with you.

It's from "Hawaii Five". Two cops came to a disco. They ordered a couple of beers. There were two good-looking girls standing opposite them. One of them said,"They are obviously eye-humping you."
