Hello teachers.

I've found the following sentence:

1. What he intends to do is far from clear.

Does #1 mean the following?

2. I can't understand at all what he intends to do.

If not, would you let me know the meaning of #1?
In addition, if #1 is unnatural, would you show me a more natural version of the sentence?

What he intends to do is far from clear. This is a good sentence, and it means:

His intentions are not clear.
His intentions are unclear.
I am not certain what he intends to do.
I am not certain of his intentions.
I cannot tell what he intends to do.

All of these sentences, including your first example, can be considered "natural."
