Q: Which sentence is right?
Someone told me the second one is right, but I doubt it. Isn't fish
plural?
 
The second one is right. In this sentence 'fish' is plural, and they live in water.

Compare 'Dogs chase cats'.

#2 is correct. "Fish live in water", "Cattle live on land". "Dogs eat meat". Etcetera.
