I think 'for even agreeing to ....' modifies 'claimed'. The reason for the claim was that he agreed to have a face to face discussion. Nobody claimed that because of agreeing to that he was beholden to Russia. But I think that is what the sentence says.

"For even agreeing to" modifies "beholden to Russia."

It is what the sentence says, and it is what the media and other diehard Trump critics have said. They want you to believe that Trump hosting Putin means that Trump is "Putin's puppet."
