Hi There;
I am listening to the BBC. At the URL "https://www.bbc.co.uk/programmes/p0c5b68v", they have mentioned the war between Ukraine and Russia. The title is "Fresh fighting scuppers rescue of civilians trapped in besieged Mariupol steelworks". I haven't understand the meaning of "scupper" in this context.

Scupper:
noun
1. Nautical. An opening in the side of a ship at deck level
to allow water to run off. 2. An opening for draining off water, as from a floor or
the roof of a building. [Middle English scoper; possibly akin to scope, scoop. See
SCOOP .]
verb
scup·per 2 (skƒpùNr) tr. scup·pered, scup·per·ing, scup·pers. 1. Chiefly
British. To overwhelm or massacre. 2. To ruin or destroy: “The world oil glut com-
bined with disastrous federal energy policies to scupper Alberta’s economy” (Chris-
tian Science Monitor). [Perhaps from SCUPPER 1 .]

What is the meaning of the word "scupper" here?

Thanks in advance.
