[General] front-loading ODA by borrowing now against the future commitments donors have made

The sentence above has been taken from the Economist, July 3rd 2021. The paragraph is about the assistance of rich countries to poor countries.

Prior Knowledge
ODA: Official Development Assistance. This is an assistance that mainly European countries do to the poor countries.
front-loading: to put or have more payments, charges, activities, etc. close to the beginning of a period: (Cambridge)

Sony Kapoor of Re-Define, a think-tank, advocates front-loading ODA by borrowing now against the future commitments donors have made.

This sentence structure appears foreign to me. I understand the following. Is it true?
1- ODA shall implement front-loading.
2- For step 1, ODA shall borrow money.
3- For borrowing, ODA should put up future commitments of donors as security or collateral.

It's more that they should than they shall. They pattern you lay out is fine, but we will have to wait and see what happens.
