A mother gives a command to her kid to go to sleep since it is time to sleep.

Go bed.
Go to bed.

I guess, 'Go bed' is the right one.
 
A mother can command her child to go to bed, but can only encourage the child to go to sleep — with a story, a lullaby, soothing words etc.
 
If the child is too old to need a lullaby or a bedtime story, and is in a room other than his/her bedroom at the appointed bedtime, the parent (not just the mother) would say "Go to bed" or "It's time to go to bed".
 
I do hear to dropped in the UK with some younger speakers in some phrases - go toilet - but it's not standard by any means yet.

Speech is always in a chaning process, but this process is really not a fine one. Sounds even weird to me as a non native.
