Without more context, my guess is:
…while you can’t get your eyes open. = …while you haven't even woken up.

It could mean that by the time you get to the breakfast table, all of the food will have been eaten by the early risers! :cool:

It means "people" that are behaving correctly or being right according to accepted moral standards.
(I am not a teacher.)
