My gym opens at 4:30 AM however there are other gym that do open at 6 AM. If I owned a gym, I would open that at 4 or 4:30 AM. I beleive all gyms should open at at least "4:30 AM at the earliest and 5 AM at the latest" because 6AM is way too late for the gyms to be opened.

Please check my sentences especially this one "4:30 AM at the earliest and 5 AM at the latest".

As you can see above, that part didn't work at all. If you want to include both times, say "I believe all gyms should open between 4.30 am and 5 am".

Please note my changes to how times are written. Please stop capitalising "am" and "pm". There is no need. It's like those times are shouting at us off the screen. In British English, when using the 12-hour clock, as you are, simply write the number (or numbers separated by a full stop, not a colon) then a space then "am" or "pm".

But we can use " at the earliest" the way I did. It was correct. An I right?

You can but that's not what your piece is about. Your piece is about what time you think gyms should open up at the latest.

They were fine in American English. :)
