What do you call a student who doesn't study hard, rebuked by teachers in general?
It's the opposite of hard-working student. So is it ill-working student or low-grade student or something?

I'd call such a student a lazy student.

'Slow' is more often used to suggest someone who is not too bright academically. I'd use 'poor' of a piece of work, or a student's attitude, but I would not normally speak of a 'poor student'.

I agree that "slow" suggests learning disabilities.

I'd say "poor student" works in the US to mean someone who didn't do well in school, suggesting at least some of the problem was lack of effort or attention. It would not suggest that teachers "rebuked" him, but it seems student-teacher interactions are quite different in other cultures.
