Hi.

I have a friend, he’s strong, tall and thin. Is it natural to describe him as:

He has a wiry built.
 
No. "Built" is not a noun. You need a very similar word at the end, but it has to be a noun.

He has a wiry build.
 
As an adjective, I think this is possible:

He is wiry-built.

The second sentence is a question.

That uses the adjective wiry as an adverb. You could say wirily built (with no hyphen), but it's not something a native speaker would be terribly likely to say.
 
Ted, you could say:

He's strong but slim.
