Hello,

What is the right sentence between:

1-The research blood sample should be completed on 1/4/2020. He has been collected on 12/23/2019 for evaluating the disease status.
2-The research blood sample should be completed on 1/4/2020. He was collected on 12/23/2019 for evaluating the disease status.

What do you mean by "completed" and who/what got "collected"?
 
We don't use "he" to refer to objects. Do you mean "it"?
