What does the expression "has been mastered" in this sentence convey?

"When one such languages has been mastered, the others will be understood as well,..."

The sentence is saying they have learnt a language to a heightened/advanced level. I honestly would not say anybody has mastered a language, due to language changing all the time, and it's a lot of knowledge to acquire. But that is the general gist of it.
