[Grammar] has/have after either ... or ...

Hello,

Either the members of the government or the president has/have to introduce this law and submit it for consideration

Usually we use a singular form of a verb after the construction "either ... or ...", but here "members" is in the plural. So what would you choose?

The use of 'members' means that you need to use 'have'.

Without that, it's 'Either the government or the president has to introduce. . . .'
