Is it used for past references? Is there anything like "Have having"? "Has having both. Have you ever landed in a situation When you thought that you had only one normal penis(sorry but that is what I read on internet, there is a guy who has two penis, so he was interviewed by media)". So now I have given you context. Please clear my doubts. Can it be used in any kind of question!

It's present tense, so unlikely to be used for past references. In the interview, he may have had two penises in the past, but the question is about it has affected him to the present day.

Ok. Like "How has having this job affected your daily routein?". "Has having this car made you put some more effort to earn some more money". We cannot say "How has having this job has affected your daily routein". Right? Past form has to be used.
