Can you say that you have the wrong diagnosis, when giving one or receiving one?
 
You can, but it wouldn't be my preferred way of saying it.

I went to the doctor last week but he gave me the wrong diagnosis.
I am a doctor and last week, I gave a patient the wrong diagnosis.

I have been wrongly diagnosed. (Patient)
I have wrongly diagnosed someone. (Doctor)
