Jo: As far as Downey was concerned, it was an order from Kendrick. It didn't matter that he didn't hear it first hand. He doesn't distinguish between the two.

What does "the two" refer to?

He doesn't consider there to be a difference between an order he hears direct from Kendrick's mouth, and an order that he is given by someone else but that person says that the order originally came from Kendrick.

So "the two" are a direct order from Hendrick, and an order from Hendrick he didn't hear first hand.
