Does the phrase "since last week" mean something started during the last week, and we don’t know on which day it started, or that something started a week ago?

It simply means that something started sometime last week. Today is Wednesday 31 March. For me, "last week" means any time between Monday 22 March and Sunday 28 March. It's fairly imprecise.
