[Grammar] he has come in the afternoon

Is the second sentence correct?
Has he visited you recently? - Yes, he has come in the afternoon. (The day isn't over yet, so the present perfect can be used, right?)
 
If it was still afternoon, I would use "He came this afternoon" or "He arrived this afternoon". I see no reason for the present perfect.

1. As I understand it, the present perfect is often used to describe an action that started in the past and still "touches" the present.

2. IF I understand your dialogue correctly, I believe that the present perfect is not appropriate in your second sentence.

James (at 6 p.m.): Has Raul visited you recently?
Mona: Yes, he has. (= has visited me recently)

James: Has Raul visited you recently?
Mona: Yes, he has. As a matter of fact, he came / was here / visited this afternoon at 3 p.m.
