I know that it's correct to say fascinated by.
Is it incorrect to say fascinated with?
For example: He is fascinated with the U.S.

In the context you gave, I agree with jutfrank. However, note that "fascinated with" is possible in other contexts. In general, "fascinated by" is followed by a noun/pronoun, but something you're not personally attached to, as in your example. "Fascinated with" can be followed by something that you're personally connected to or actually involved with.
