In this question, the answer is a, but I doubt c can be an answer, too. Why can't c be an answer? The police officer is on patrol, and he is not used to telling normal checking from special ones, so c can fit the situation. There must be something I misunderstand or the question is made wrong. I need your help.

W: License and registration, please
M: What seems to be the problem, officer?
W: Not to worry. This is a routine checkpoint
M: I thought maybe I had broken a traffic rule.
W : No, no moving violation. Just making sure drivers are registered and in compliance.
M:OK, I'm just not accustomed to being pulled over.

c) does not fit because he doesn't say that he's not used to seeing police out patrolling the streets. He might see dozens of them every day - we don't know. What we do know is that he's not used to is one of those police officers actually flagging down his car, pulling him over and asking to see his documentation.

There's a big difference between a police vehice or police officer being out on patrol and one actually stopping you to ask for your documentation. He specifically says "I'm just not accustomed to being pulled over" which means being stopped and asked questions.
