I read (a) in a book.

a) He stressed upon the right kind of education.? OR
b) He stressed the right kind of education.?

I read (a) in an oxford dictionary.

a) He stressed the importance of a good education.? OR
b) He stressed upon the importance of a good education.?

If "upon" can't be used then that sentence in a book which is taught in school is an incorrect sentence?

It takes a direct object: in this case the importance .

We don't say emphasise upon.

It appears perfectly fine to me except that it's formal. "Stress something" and "stress upon/on something" appear to me to have somewhat different meanings.

I searched for "stressed upon the" and got a ton of results but almost all from Indian/Pakistani sources. I wonder where I got it. I've never been to either... Maybe I'm really Indian inside.

I suspect "to stress upon (the importance)" is the unfortunate combination of "to stress (the importance)" and "to put/place/lay stress upon (the importance)."
