He was the first man to fly across/over the Pacific Ocean.

This sentence is made by me. Are both ‘across’ and ‘over’ correct in this sentence? And do they have the same meaning?
 
They're both correct but have different meanings. You can fly over something without crossing it.
 
It was 1928. The flight was manned by two Australians (Charles Edward Kingston-Smith and Charles Ulm) and two Americans. There were three legs to the flight -- California (Oakland) to Hawaii, Hawaii to Fiji, and Fiji to Australia (Sydney). They named their plane The Southern Cross. Both Australians had notable aviation careers in addition to that historic flight.

Flying over the ocean is nothing much to rave about compared to flying across the ocean in the early days of air travel.
 
The planes that tow advertising banners along beaches are flying over the ocean but they certainly aren't flying across it.
