Could you advise me please on this subject,

Why do these phrases have different prepositions?

How long have you been IN England?
I've been TO England for a long time.


Are we allowed to say like this?

How long have you been to England?
I've been in England for a long time.

Your second sentence is incorrect. It should also use in.

I've been to England for a long time. :cross:
I've been in England for a long time. :tick:
 
I have been to England for a long time. :cross:
I haven't been to England for a long time. :tick:
