Can they both work as titles (as in a webpage or video)? I'm not sure about the first one because it is not a complete sentence.

As has already been stated, a title doesn't need to be a complete sentence. As for punctuation, there usually isn't any. However, if it's in the form of a question or exclamation then punctuation is used.

P.S. @kadioguy I've written a million poems, so I know what I'm talking about. (Okay, maybe not a million. 😄)

A shorter title is more effective than a longer one and a phrase is better than a question. So the first is better.
