HOW TO PROPERLY USE "NEITHER NOR"

1.Neither the students nor the teachers......come
(a. ARE, b. HAVE)
I know answer is HAVE but why can't i use "are" are is also a plural...

pls help me ....sorry for my bad english .

That sentence is just a very elegant way to say:

The students have not come, and the teachers have not come.

(In Modern English, we do not say "The students/teachers are come.")

May I also gently remind you that the word "English" is always capitalized.
