Mr Lee said, "However difficult (it is) to learn the mother tongue, especially Chinese together with English, if children start early enough from kindergarten or even nursery by Primary 6, they will be bilingual, with a strong foundation in the mother tongue for life,

Should 'it is' be used or is it not necessary?
