Can "have" be used in progressive in this sentence?

"I am trying to correct the problem but I am not having any luck."

The present progressive is not only possible there. It is essential. It's the only tense that works in that expression.

It's a bit of a stretch, but I think this is possible: I haven't been having any luck.

For what it's worth, the idea of the first independent clause can easily be tucked inside the second:

I haven't had any luck correcting the problem.
I'm not having any luck correcting the problem.
I haven't been having any luck correcting the problem.
