i consider him as my friend or I consider him my friend. Which is correct or both?

If you must use "consider", I prefer "I consider him (to be) a friend".
 
Remember that "consider" can have two different meanings. It can mean "to look at/to think about" or "to believe to be".

I have considered all my options and I consider them all to be terrible = I have looked at all my options and I believe them all to be terrible.


I consider him my friend = I believe that he is my friend.
I consider him to be my friend = I believe that he is my friend
I consider him as my friend = I look at him as if he is my friend (literally "look at" him - stare at his face!) The sentence is unnatural.
