What is the difference between

"I felt that she has achieved ....." and "I felt that she had achieved ....."

Is there any difference in the meaning?
 
What is the difference between

"I felt that she has achieved ....."(a recent achievement) and "I felt that she had achieved .....(a completed past achievement)"

Is there any difference in the meaning?

I felt that she has achieved

The past perfect should be used here. She must have achieved earlier than 'I felt'.
