I have decided to travel other country every year. One time in one year.

How do I combine this two sentences?

"I have decided to travel to another country once every year", or "I have decided to travel, once every year, to another country".

I have decided to travel overseas once a year.

I have decided to travel overseas once a year.
Yes, if you live on an island, that might mean the same thing.

By "other country", do you simply mean "a country that isn't the one I live in" or do you mean that every year, you will visit a country you have never visited before?

That would be true of where OP comes from, the UK, Australia, NZ or even the US.

What about Switzerland, Germany, Italy, Austria, Egypt, South Africa, etc.? Even in the US we can travel to many countries without going overseas.

Yes, the exceptions are those countries bounded by many neighbours. It is only Canada from the US, where else?

Mexico, Central America, South America -- all of it.

Most people don't use "overseas" to mean "travelling across a body of water". It's frequently used simply to mean "abroad" (to any country not your country of nationality or the country where you live).

I don't use it that way. For me, "overseas" means "over seas". Does a German person say "overseas" when traveling to Austria? I don't think so.
