I live in (the) XX District of ...
Should I add the before XX District?

E.g.
I live in (the) Sanmin District of Kauhsiung.
I live in (the) Eastern District of Taipei.

Please take a look at the following pages. According to Wiki, it seems that it is in a chaos whether we should add an the before a district or not.

I would say that if the word "District" forms part of the official name of the area of the town, then you don't need the article. If it doesn't, then you do.

I live in Chao District.
I live in the Chao district.

The second is like saying "I live in the district called Chao".

Don't start a sentence with a hyphen.

I would say that if the word "District" forms part of the official name of the area of the town, then you don't need the article. If it doesn't, then you do.

This varies depending on local usage though. A neighborhood in Dayton, Ohio USA is known only as the​ Oregon District.

The following are acceptable:

I live in the Sanmin District of Kaohsiung.
I live in Sanmin District, Kaohsiung.
I live in Kaohsiung's Sanmin District.

(Note the spelling of Kaohsiung.)

Sanmin District is an official administrative district of Kaohsiung. However, Taipei's "Eastern District" is not an official administrative subdivision of Taipei. It's a colloquial term. The so-called "Eastern District" consists mostly of the Xinyi District, plus parts of the Songshan and Nangang Districts. So I would recommend the following:

I live in the eastern district of Taipei. (No capitalization.)

Or, even better:

I live in the eastern part of Taipei.
I live in eastern Taipei.
