"I watched the dogs in the park."

Does this sentence have two meanings?

1. I was in the park and I watched the dogs that were in the park.
2. I was not in the park. Maybe, I was on a bench outside the park and I watched the dogs that were in the park.
 
Yes, this is classic ambiguity. Who is in the park? You or the dogs? Both interpretations can be made.
