"I will talk to him in the evening."

"I will talk to him at the evening."

Though first sentence is widely used, which is correct actually? We only talk for sometime in the evening, not the entire evening. So, isn't using "at" correct here?

You can use "at night" in something like "I always talk to him at night".
 
Is "I always talk to him in the night" it same as "I always talk to him at night? Are they interchangeable?
 
No to both questions.

'... in the night' means in the small hours when people are normally asleep.

'... at night' means in the late evening before bedtime.
