[Grammar] I would have gone to the party

1) I would have gone to the party but I was really busy.
2) I could have gone to the party but I was really busy.

I understand that the 1st sentence implies that I wanted to go where as 2nd one implies possibility to go. Is this correct?

There might be an implication about whether the person wanted to go to the party or not. (That is only hinted at.)
 
For me, sentence 1 is OK. With sentence 2, I would end with "if I hadn't been busy".
