Phillip says to circus magnate P T Barnum after P T Barnum wants to spend a lot of money on next show:

P T Barnum: You just need to get people to come back. "If you haven't been to the Barnum Museum lately, you haven't been at the Barnum Museum."

What is the meaning of "If you haven't been to...later, you haven't been at.."?

You've misquoted the line. He says "lately", not "later".
He's probably saying that there are new things to see in the museum, so if you haven't visited for a while, it's worth coming back for another look.
You think you've seen all the museum has to offer, but you haven't.
