I have two questions:

a - I'll go wherever the children want to.
b - Wherever the children want to, I'll go.
c - Wherever I'll go, the children want to.
d - The children want to go wherever I'll go.

First question: I think only sentence a is right - maybe sentence b too, but I can't explain why. Can anybody explain it to me?

Second question: Can I drop the to in sentence a?

I think c and d seem to have a different meaning. In a and b, I go to the destination chosen by the children. In c and d, the children go to the destination chosen by me.

To me, none of the sentences seem right.

I'd add go to a at the end; it feels incomplete without it.
"I'll go wherever the children want to go."

I'd lose 'll in d.
"The children want to go wherever I go."

As for the rest, I can't think of an easy fix.

I totally agree. I just can't explain why.
