No, a woman can't be impotent in a sexual sense.

That's true, but it's possibly the term that the OP wants.
For ostap: 'frigid', means sexually unresponsive, not enjoying sex. It might be expressed as "As cold as fish", etc. It's generally a term of abuse. It's not used for men.
Medically, since you ask, there's no female equivalent of male impotence, since women don't have to achieve erections to have sex. (Much to the annoyance, no doubt, of Pfizer and other drug companies who make "female Viagra".)
 
A female condition that can make sex impossible or difficult is vaginismus. It's not impotence of course.

(And women can have different capabilities of clitoral erection, but as Raymott said, it doesn't affect the capability of having sex.)
