Sorry,I couldn't find the chart I am describing. I am confused whether I should use had or were

In 1961 and 2001 , house holds with two people had/were the highest proportion (31%) and (36%)

In 1961 and 2001, households with two people had/were the highest proportion - 31% and 36%.
Note my corrections above. You need to practise your use of and spacing around punctuation. The brackets you put around the percentages were wrong. Neither of your options works. Use "represented".
 
There's a question-- an obvious one.

You say that households of two people had the highest proportion.The highest proportion of what?
