[Grammar] Downing or down? [down from 396 at the 2001 census]

Hello,

Can I use 'downing' instead of 'down' in the following text? If the answer is yes, would you please tell me what's the difference of 'downing' with 'down' and If the answer is no, would you please tell me why can't I use it?

The National Statistical Service of the Republic of Armenia (ARMSTAT) reported its population was 389 in 2010, down from 396 at the 2001 census.

Definitely not! "Downing" means the bringing/shooting down of something, e.g., a plane.
