It does not pour it down

"Hopefully, it doesn't pour it down" is entirely natural (in BrE, at least). It's equally natural without "it".

We have several similar ways of describing heavy rain in BrE and they can all include "it".

It's p*ssing down/It's p*ssing it down
It's pouring down/It's pouring it down
It's hammering down/It's hammering it down

There's one more which, for some reason, isn't used without "it".
It's chucking it down.
 
Only the versions without 'it' work in AmE.

Then there's the more folksy (but much more regionalized) expression "raining like a cow p*ssing on a flat rock." Talk about imagery!:ROFLMAO:
