I assume this refers to students who have not yet finished the course.

I would take this to mean those students whose enrollment applications were rejected.

The two adjectives are used to describe the categories of students in respect of a course, in presenting their exam results.

I don't agree that "in progress" is an appropriate term to use for students taking a course. An exam can be "in progress", or construction work can be "in progress". Can we say students taking a course are "in progress"? I would call them "currently enrolled students".
