Is an abstract present or part tense?

I used to read somewhere that an abstract should be written in a present tense. However details of methodology is a past tense. What do you think?

For example,
The objectives of this research are to ....... Three teachers were asked to participated in this study; they taught the students using developed lessons. The findings reveal that...
