[Grammar] Is, Is to be, Is to being and Become

Hello.
What are the differences between the sentences below, grammatically and semantically?

1- If the Internet is more accessible, then we will have more visitors.
2- If the Internet is to be more accessible, then we will have more visitors.
3- If the Internet is to being more accessible, then we will have more visitors.
4- If the Internet become more accessible, then we will have more visitors.

1 is fine. 2 is illogical, and therefore wrong although grammatically perhaps technically correct. 3 and 4 are grammatically incorrect.
 
I think "internet" should not be capitalized.
No. 1 is correct. No.4 is also correct if "become" is changed to "becomes".
 
I capitalize "Internet".
 
No. There are several smartphones. There is only one Internet.
 
What about the smartphone or the computer, as items of inventions?

To return to the OP, I don't find any of the given sentences grammatical.

I'd say

'If the internet becomes more accessible, we will have more visitors.'
'If the internet were to become more accessible, we would have more visitors.'

About number 2 - You said that it is grammatically incorrect! But I have an example in "Longman Dictionary of Contemporary": He wants his music to be accessible to everyone.
So what about the above sentence? Is that incorrect too?

probus said #2 is illogical. There is no comparison between your #2 and the Longman example.
