Equity is essential in procurement tasks.
To achieve it, compliance to designated procedures of tendering is a must.
However, since tendering tasks are handled by mankind, conflict of interest is still possible to appear.
Therefore, monitoring always play an important role for prevention.
 
How did you come up with those sentences? What do you want to have done with them? (You might want to simplify them so they will be easier to figure out.)

This should all be a single paragraph:

Equity is essential in procurement tasks. To achieve it, compliance to designated procedures of tendering is a must. However, since tendering tasks are handled by humans, conflicts of interest can still happen. Therefore, monitoring always plays an important role in preventing [...something. What? Conflicts? Them? Finish the sentence.].

I agree with all the comments above.
 
As the sentence does not mention what to prevent, may I simply write 'plays an important preventive role'?

Not a teacher.
 
Yes. Note that although "preventive" is a perfectly acceptable word, the alternative "preventative" seems to be much more common these days.

It became clear (to native speakers and seasoned forum users) only at the end of your post that you were not answering the question, but posing a supplementary one.

However, the OP thought he was 'asking a teacher' and would have been puzzled by your post.
