Is the following sentence (a slogan) complete or do I have to rephrase it?

To make the journey as much fun as arriving!
 
Cut out the "To", and you are left with the slogan "Make the journey as much fun as arriving!"

Strictly speaking, it should be either "Make the journey as much fun as the arrival!", or "Make journeying as much fun as arriving!" ......but I think your version rolls off the tongue better.

You can also make it a full sentence by adding "is" and by changing the form of the end of the sentence.

To make the journey is as much fun as to arrive.
 
There is no need for a slogan to be a complete sentence.
Making getting there as much fun as being there.

Also, since no one has explicitly answered your question yet, no, it's not a complete sentence.
