[Grammar] IS vs WAS?

When you want to introduce a fictional character, what tense do you use on the verb "be"? Would you say "X is a fictional character from..." or "X was a fictional character from..."? Would you even consider their living status (alive or dead)?
 
I would use "is". From the moment that fictional character was created, it has existed. It continues to exist.
