Hello everybody!

Does "It’s a measure of deep trust for another cat to put her head so close to one of her feline companions" mean "The fact that another cat puts her head so close to one of her feline companions is a measure of deep trust on its part" or "It’s a measure of deep trust when another cat puts her head so close to one of her feline companions"?

Is my understanding right?

Those are two things that are the same thing. Yes, it means they are close. Pals.
