If both are correct, is there any difference in meanings?

Add full stops and both are correct with no difference in meaning.

I heard phrase: "How dare you disturb me while I'm doing something."

Is it correct if I say "how dare you to disturb me"?

No. 'Dare' doesn't work that way in direct questions.
