It could be done easily.
It could have done easily.

Are these sentences OK? Do these sentences talks about future action?
 
The first is right but not the second. It could be done easily refers to an action in the future with respect to the time frame of the context. For example:

FDR believed that government action could end the Depression, but he did not believe it could be done easily.
 
It could have done easily.

It could have been done easily would work, but it would not refer to the future.
